Splunk MINT: Will event logs be sent in time when users force quit the app quickly?

When logEvent is called and users quickly force quit the app on Android, is it possible that logs will not be sent in time?
Is it possible for the SDK to resend these events when the user restarts the app?
Does the app have to be in the foreground for logs to be sent?
