Splunk App for AWS w/consolidated billing Not Reporting Reserved Instances Usage

below are links to screenshots of configuration and report pages. As you can see while we are able to report on our reserved instances inventory, the usage report shows 0% utilization, which is not true.

The Billing input (cost and usage report) is using our consolidated billing account (named SplunkForAWS). Description is using an IAM account in our primary AWS account. We have also created a cloudwatch input for each account.

I have also confirmed the addon-metadata is enabled for AWS data. What else should I check?
