Splunk Add-on for Atlassian JIRA Alerts

What is the minimum set of capabilities I need to give my search developers to permit them to use the Splunk Add-on for Atlassian JIRA Alerts to raise JIRA tickets from Splunk searches?

I can raise Jira tickets, because I'm an admin of the search head, but my non-admin users can't.

Their alert searches don't even run.
