In windows, do I need to have the SNMP Trap service started or not?

I installed the app, but do not see any traps coming in... Getting this error message:

10-04-2013 08:11:57.120 -0400 ERROR ExecProcessor - message from "python "C:\Program Files\Splunk\etc\apps\snmp_ta\bin\snmp.py"" error: [Errno 10057] A request to send or receive data was disallowed because the socket is not connected and (when sending on a datagram socket using a sendto call) no address was supplied

It is possible that the account you are running Splunk under does not have permissions to open the specified network ports.
