How to make sure that addon is available to submit

I'm using AppInspect API for validation of my add-on. I can't find any information about the status checks explanation. I mean I know, that I can submit addon with warnings, but can't with errors.

My question is: what means "status: failure", can I submit addon with this status and maybe any links with an explanation of status value in response.
