I have this app setup properly with the proper settings -- the pkcs has no password and I still get this error when running the splencore.sh. Any ideas what I could try. I've looked at the other question related to this issue but not were helpful

Cisco TAC will help you with this even if the TA is not supported.
Do you have the latest docs? Version 3.5?
