DB Connect 2 - "Unable to Save RPC Server Settings. You may not have sufficient permissions"

Setting up DB Connect 2 for the first time. Windows server, Java is installed. When running the initial setup it returns with the error "Unable to Save RPC Server Settings. You may not have sufficient permissions". What permissions is it needing? Also noted that no RPC server SSL certificate has been created at "$SPLUNK_HOME/etc/apps/splunk_app_db_connect/certs/default.jks". Is there a method to manually recreate?

Thanks for any helpful ideas.

You've got to do it as admin. Not "an admin level account", but "admin". Bug is filed and will be corrected in the future.

Tried with Splunk local admin and still seeing the error along with this "Splunkd daemon is not responding: ('Error connecting to /servicesNS/nobody/splunk_app_db_connect/db_connect/rpcserver/default: The read operation timed out',)"
