Looks like below file not include cn-northwest-1 endpoint information.

/opt/splunk/etc/apps/Splunk_TA_aws/bin/3rdparty/boto/endpoints.json
/opt/splunk/etc/apps/Splunk_TA_aws/bin/3rdparty/botocore/data/endpoints.json
