Is there a new location or a way to generate a new cache file?

Not that I am aware of. It seems they have moved over to a subscription system. I am not sure when I will have time to edit/create the addon to allow for that. In the meantime, you can try TA-user-agents or TA-browscap for UA parsing. There is also another browscap add-on. Sorry about that.
