App for REST Lookup: Connection Timeout

When I try to run this through chrome I get this message:

This site can’t be reachedThe webpage at  might be temporarily down or it may have moved permanently to a new web address.
ERR_HTTP2_INADEQUATE_TRANSPORT_SECURITY

But when I run it in IE I get back the .json file.

Realized i was missing some info. Adding now

the error is
Timeout(ConnectTimeoutError(requests.packages.urllib3.connection.VerifiedHTTPSConnection object at 0x0000006BB173BDD8, 'Connection to "insert url" timed out. (connect timeout=10)'),)

The query i am running is this

I have the same error whenever I am trying export raw data or any other format for that matter .
