Can active duty Military/Veterans receive a free voucher?

I found a older discussion post that answered this question, but wanting to see if things changed.

Does Splunk offer any sort of discount or exam voucher to active duty military members or veterans?

So it seems like I have to be apart of a non--profit organization, Which I'm not.

This seems very confusing to me, as there is no yes or no answer as to where I apply for a discounted exam voucher. It seems like i need to be apart of one of these groups...
