Is there a way where I do not have to restart splunk to enable a new custom search command?
How to reload commands.conf without restart...

Use:

http://your_splunk_host:port/debug/refresh?entity=admin/commandsconf

This just reloads commands.conf, I believe.

Try http://<your_splunk>:<splunk_port>/debug/refresh
