Are you looking for something like this (runanywhere dashboard code):

<dashboard>
  <label>Add Banner/Seperator between panels</label>
  <row>
    <panel>
      <table>
        <search>
          <query>| makeresults | eval data="panel1"</query>
          <earliest>-15m</earliest>
          <latest>now</latest>
          <sampleRatio>1</sampleRatio>
        </search>
        <option name="count">50</option>
        <option name="dataOverlayMode">none</option>
        <option name="drilldown">none</option>
        <option name="percentagesRow">false</option>
        <option name="rowNumbers">false</option>
        <option name="totalsRow">false</option>
        <option name="wrap">true</option>
      </table>
    </panel>
  </row>
  <row>
    <panel>
      <html>
        <p>This is the seperator banner</p>
      </html>
    </panel>
  </row>
  <row>
    <panel>
      <table>
        <search>
          <query>| makeresults | eval data="panel1"</query>
          <earliest>-15m</earliest>
          <latest>now</latest>
          <sampleRatio>1</sampleRatio>
        </search>
        <option name="count">50</option>
        <option name="dataOverlayMode">none</option>
        <option name="drilldown">none</option>
        <option name="percentagesRow">false</option>
        <option name="rowNumbers">false</option>
        <option name="totalsRow">false</option>
        <option name="wrap">true</option>
      </table>
    </panel>
  </row>
</dashboard>

It would help to know what you mean by "banner", but dashboards can contain HTML panels, which should allow you to do what you'd like to.
