Why does Splunk Web in my Dev environment show the Events, Statistics and Visualization tabs, but not Patterns?

I use Splunk in 2 different environments (Prod and Dev).. In my Dev environment, the search results bar only has 3 tabs (Events, Statistics, Visualization). But when I go into my Prod Splunk env, it has all 4 tabs (Events, Patterns, Statistics, Visualization). How do I get the Patterns tab to show in my dev environment?

After further investigation, my dev environment has a version=4.3.3 while my prod environment has version=6.2. So I'm assuming the Patterns tab is not showing up due to having an ancient version.
