Splunk Enterprise: Can I generate an API Access to...

I have Splunk Enterprise setup with SSO enabled with Okta. Provisioning of users is also done by Okta. I want to generate an API Access token for these users at the time of provisioning.

1) Is there any way to do that?

2) Can I get the token from IDp (in this case Okta)?
