Installed 3rd party cert yet I'm still getting unsecure webserver from browser?

Use openssl to convert pxf file and installed both .key and .pem file in $SPLUNK_HOME/etc/auth/certs/ still browser reports unsecure website. Added serverCert and privKeyPath to web.conf than Restarted Splunkweb

Server: Windows 2012R2

Could you elaborate on the exact message you get? If possible, try Chrome, because it usually shows a more detailed error message.

It say certificate error "Connection is Not Secure". I can still get to splunkweb just find I'm just not sure why it claims my connection is not secure.

That's a pretty useless error message. Please try using Chrome, visit the site, and when it shows you the security warning, press F12. It should open a window that will have a lot more details in it, like this:
