splunk failed to add license to stack enterprise, err - stack already has this license, cannot add again

The hashing algorithm changed between the versions you referenced. So, you will need to re-enter the pass4SymmKey value in plain text (don't use the previously hashed value) and cycle Splunk. The newer version does not recognize the previous hashed value as valid.

Once a license has been applied to a Splunk instance there is no need to re-apply it after upgrading. You can ignore that message.
