Why search times stay the same after selecting a new value from Time Range Picker?

Hi - I'm using the Time Range Picker panel on one of my dashboards, all the panel searches have been set to the Time Range [All Time]. When a select a new value from the Time Range Picker the search times remain the same even if I refresh the browser. I need some help on how I call the new time setting into my searches?
