How do I add a logo with a country flag to the top of a dashboard?

Hello everyone,

I tried to put a country flag (icon, logo) on the top of the dashboard where the filters are.

I used this: " / / , and its gives me an error: "Rows can only contain visualization elements or panels, not both.".

What can I do regarding this?
