Is DB Connect included as part of the Splunk Add-on for Microsoft SQL Server?

This is a basic question, but is unclear to me from documentation, which says that the MS SQL Server add-on "leverages DB Connect". Does this mean when you install that, DB Connect is also installed and usable?
Or simply that it can use DB Connect to do some things once DB Connect is installed separately? Thank you
