role (ess_analyst) create lookup file

users with ess_analyst role cannot create new lookup file through lookup_editor.
whereas i as admin can create lookup file through lookup_editor.
how rights should I assign that users can create lookup file

You should assign the edit_lookup capability to 'ess_analyst' role under Access controls->Roles->ess_analyst as shown in below snapshot.
