I want to create the dashboard for Splunk Health, one of the KPI is "search concurrent %" and " skipped search ratio %".
Does anyone have a search for this?

Thank you,

This is from Setting to set up. However, can I run a query to check as % for ip or host from index=_internal?

Assuming you have read access to _internal, yes, you should be able to write your own query.
Go to Settings->Monitoring Console->Scheduler Activity: Instance and click on the magnifying glass icon in the Skip Ratio panel. That will open the underlying search in a new tab. Modify that search to your liking then save it as a new report.
