Does anyone have any insight into this issue? We are very new to Splunk and running IE9, in non-compatibility mode, accepting all cookes and still have this issue and unable to login via IE9. Works fine in Chrome, but flipping between browsers is messy.

I had the same issue in Chrome. Splunk version 7.1.2
Clearing cookies didn't help.
Restart Chrome helped.

I had the same issue in Chrome. Clearing the cookies was the solution.

Does the DNS name you use to access Splunk have an underscore in it by any chance? IE has an issue where DNS names where the subdomain has a underscore in it are unable to save any cookies.

In Internet Explorer, Tools --> Internet Options -->Privacy tab --> on the top Settings section, click the "Sites" button on the middle left and enter your Spunk address site in the "Address of website", click "Allow", OK and then restart the browser.

Since the Privacy entry will not allow port 8000 (splunk default), you can enter the full DNS of your Splunk server or if you are running local, use 127.0.0.1 and use http://127.0.0.1:8000 to run Splunk.

In my case, I was using Google Chrome.

It was caused by corrupted cookies.

I have resolved it by cleaning cookie data in Google Chrome
1. Click on settings -> expand Show advanced settings…
2. Under Privacy section, click on Clear browsing data button
3. Uncheck all checkboxes except for "Cookies and other site and plugin data"
4. Click on "Clear browsing data".

Not sure if this is anything similar to your issue;
http://stackoverflow.com/questions/7384502/ie9-loses-cookies-after-redirect

But missing P3P header or cached redirects could have something to do with it.
Adjusting IE privacy settings might help(?)
