Once you've created an account at splunk.com, someone at your company with case-opening privileges must add you to the list of those allowed to open cases. That person is sometimes considered the "owner" of the Splunk license.

How can the license owner himself have the open case privileges because his account didn't have it?
The person at your company who bought Splunk needs to contact Splunk to get names added to the entitlement list. Those people will be able to create cases. Your Splunk account rep should be able to help.
How he can contact Splunk? He tried to email the support mail but they didn't respond to him.
