splunk license master : slaves and pools endpoint difference

I recently installed splunk on a server with license master uri.

Now when I check slaves endpoint(servicesNS/nobody/system/licenser/slaves), it shows the server and it's GUID with active_pool_id as unallocated.

 

Where as when I check pools endpoint for 'unallocated' pool, it doesnt have this guid.

Whats the difference between these two and why its not shown under 'unallocated' pools endpint?
