use of metadata files under /etc/apps/appname/metada

what is the need of metadata files under /etc/apps/appname/metadata, why it is modified continuously?

@prakashraja1999  metadata dir contains two files local.meta , default.meta. They are to control Access at more granular level which is called Role based access control.
