Can you help me assess the needs of a Splunk environment that lacks proper documentation?

Let's say you get a new job where you'll be working with Splunk. When you come in, you come to realize many aspects of Splunk and Splunk Enterprise Security are not being ingested properly or at all. There is little to no documentation on the current environment. How would you begin to conceptualize the environment and identify needs? What aspects of the environment would you document? Is there possibly something I didn't state that you would perform? I appreciate your time!
