Using SSL self signed certificate Splunkweb issue

Having carried out the Secure Splunk Web with your own certificate procedure and restart Splunkweb I have an issue it does not appear to start correctly and looking at the web_service.log file the last entry is:- root:247 - Enabling SSL, when I remove the $SPLUNK_HOME/etc/system/local/web.conf and restart it is fine. What am I missing?
