How to make a tag public?

I created a tag to use in some searches and would like other people to be able to view and edit that tag in the web UI, but I have not been able to figure out how to make it available to everyone.

Any help would be greatly appreciated.

If you go to Settings->Knowledge: Tags and use "field/value pair" or "unique tag objects" tag listing methods to show your tag you should see a "sharing" column with a permissions link where you can apply visibility (this app/all apps) and give everyone Read and Write access.

Anyway to do this easily for an entire tag, instead of manually sharing each value?

And that what happens if I add new fields to the tag- do I need to update their permissions manually every time? Seems like a lot of work for something that is so simple in concept...
