Capability to allow permission to access data model definitions/settings

Want to be able to provide access to the data model definitions and settings for a power user. I have added every capability to the power user role, with the exception of admin_all_objects, and have been unable to set this successfully. I do not want to add the capability admin_all_objects to the power users group. Please let me know if there is a way to create a custom capability or another method to allow the desired capability described.

The power user role did not have write permissions for the CIM app. Updated that and resolved the issue.
