Why did forwarding stopped then ended with ApplicationLicense info entry in the logs

Here are the last few lines of our splunkd.log. . . we really can't find anything that is related with the application license log entry below:

INFO TailReader - Could not send data to output queue (parsingQueue), retrying...
INFO TailReader - ...continuing.
INFO ApplicationLicense - app license disabled by conf setting.

It's as if the forwarders just stop reporting and need to be restarted again.
