Why am I getting error "license signature is malformed" when trying to apply a license reset key?

I have been sent a license reset key file. The instructions are :
1) On the License Master open the License Manager interface.
2) Click the Add License Button
3) Apply the reset license
I click the add license button find the .xml file that was sent and I get an error. "Failed to parse license because: license signature is malformed"

What am I doing wrong?

You'll get the best and quickest help for license reset issues through Splunk Support. Respond to the ticket you issued for receiving that license reset key, or just call support and reference the case number.

As a first stab in the dark, make sure the .xml file contains a whole, complete XML tree and isn't cut off in the middle.
