To add:

This happened to me when I accidentally enabled the "splunklooger" index (thinking it might provide some useful info). Using 4.2.4 on Linux, this did not happen in conjunction with an upgrade.

Cratered it, couldn't restart. "'homePath' tag required in config..."

Edited the file Splunker_J mentioned (thanks!) -- he was right on. (../system/local/indexes.conf)

Look for:

[splunklogger]
disabled = 0

and change to:

[splunklogger]
disabled = 1

Restarted Splunk.

This is a bug and the workaround is to comment out sample stanza in %SPLUNK_HOME%\etc\system\local\indexes.conf
