Want to monitor many devices on my local site and on remote, can I deploy installation of universal forwarder agent on these devices from the splunk deployment server?
One cannot deploy or update Splunk Universal Forwarders (UF) from a Deployment Server (DS). The DS can only send configuration files (apps) to existing UFs.
If your company has provisioning software like Ansible, Puppet, SCCM, etc., then you should use that to install UFs.
It's also possible to use a shell script to install forwarders remotely. A good one is at https://answers.splunk.com/answers/34896/simple-installation-script-for-universal-forwarder.html#ans....
is there a limit for installing Universal forwarder on Servers if i have valid license?

yes of course, but Splunk doesn't give any installation feature or tool.
So, if you haven't a software distribution tool, you have to use a custom script that you can run from the Deployment server or from another server.
