I wish to know that GUI displayed in MINT express is developed using Splunk Enterprise?
No it's not, it's all made on the technology developed by BugSense, however a new Splunk MINT app is coming that runs on top of Splunk Enterprise!

Being just a Splunk customer, I don't know for certain, (hence the comment) but I believe the majority of Splunk Mint Express came from a company called Bugsense that Splunk acquired in 2013.
