clustering.pyo file is created in Non-Cluster environment

Issue description:
I did not change setting in Splunk, but the following files were generated.
/opt/splunk/lib/python2.7/site-packages/splunk/models/clustering.pyo

The environment of my customer is as follows.
It does not use Cluster.
・SearchHead/License Maseter x1
・Indexer x1

Please let me know why clustering.pyo is created in non-clustered environment ?

1. clustering.pyo is auto generated even if we do not use cluster. admin.py python module( that is used when logged in as admin via GUI). If cu logs in as admin on GUI and clicks Settings--> Distributed Search this will be auto generated( Even if you do not make any changes just by clicking, this action auto generates clustering.pyo)
2. clustering.pyo is 9162 bytes and this file is not intrusive and will no way impact the customer experience with Splunk. Nor does this file creates any performance issues. This file can be easily ignored for now.
