Why is my Splunk deployment server failing with the following message: "Name may not be empty or all-whitespace"

I see the following error message in my log file for a Splunk deployment server

03-29-2019 17:15:44.710 -0400 ERROR FilterManagingHandlerSupport - Name may not be empty or all-whitespace.

splunk@xxxxxxxxxxxxx:/opt/splunk/var/log/splunk$ deployer

An error occurred:

Name may not be empty or all-whitespace.

I found the issue. There was a blank stanza in the serverclass.conf

[serverClass:]
whitelist.0 = xxxxxxxxxxx.com
whitelist.1 = xxxxxxxxxxx.com
restartSplunkd = true
[serverClass::app:]
