Why DB Connect 3.1.3+ post to HEC wrong timestamp field "dddddddddd,ddd" instead "dddddddddd.ddd"?
Comma instead point?
HEC return error 400 with response body "text": "Error in handling indexed fields","code":15,"invalid-event-number":0

And how resolve this?

Problem solved with Support.
Add -Duser.language=en to JVM options for DB connect.
