Can i make delegate license master for a pool?

I was wondering if there is a way to give a license slave the power to add more members to the license pool that it is a member of? (a sort of delegated admin for license pools)

It would minimize my need for so many firewall rules across a WAN

This functionality is not available as of Splunk 4.3. A Splunk instance may either draw from a pool (as a license slave) or it may provide access to a pool (as a license master) but it cannot draw from a pool as a slave and distribute a piece of that pool as a master at the same time: http://docs.splunk.com/Documentation/Splunk/latest/Admin/HowSplunklicensingworks

This is not possible. Only a license master can add members to the pool.
