How to retrieve strings divided by commas in a csv file?

Hello,

I'm kinda blocked on how to retrieve data from a csv file. Need to get each value from a line to be shown in a dropdown filter. But don't know how Exactly to retrieve the strings.

For example:

Each line has a different set of tags that I have to show in the filter.
How can I retrieve each of these values individually to show in the filter?
