Can we build the line chart starts with a value?

Can anyone help to plot a line chart , x-axis with a non Zero Value.

like the below image.

 you can see the graph is starting from 1994-95.

this is what i required.

Line charts will use the first field (column) for the x-axis so limit the values in this field.

Right now the data is Presented like above image,
I just want to eliminate the gap on the x-axis.
