You only need to configure license slaves on Splunk Enterprise instances. So no need to do this on Universal Forwarders.
How many servers are you talking about?
We have a license master and roughly 40 license slaves (indexers, search heads, heavy forwarders, cluster master, etc) and this is just fine.
I can't imagine any limitation other than whatever number of concurrent connections can your license master support. In any case, even if you had hundreds of license slaves this shouldn't be a problem.
