error in posting qusetion

One of my teammates got a message ,when she tried to post a question as
Your user doesn't have enough privileges to post a new question today
Can anyone say what is the reason for this message and where to view and set the user privileges.

This is probably related to the anti-spamming features of the message board. Very newly created users can only do a few limited things until they have reached a certain Karma-level.

I think that very low-karma users, say below 30 or 50, can only post two questions per day, or something like that.
