add it as a license slave to the license master and create a license pool
assign how many gb you need for that particular dev license pool
see more here:
https://docs.splunk.com/Documentation/Splunk/7.2.5/Admin/Groups,stacks,pools,andotherterminology
more specifically here:

hope it helps

Thanks for your Answer , Actually in our production instance we have a SH deployer , idx cluster master and a deployment server/license master and I am making a replica of this instance as a test environment , when I log in to my deployment server/license master and pointing to the licensing , should I need to add the same license key that i have in my prod instance ? if so by adding the same license is it create any issue ? if not after adding the license only I can assign it to act as a slave then allocating the size ?

did you read the links?
you cant have the same license key (your license file) installed on 2 different instances.
the only thing you need to do, is to add all your machines as slaves to the same license master,
then, create a new license pool, as described in the link above, and add your "dev" indexers to the pool
thats it

you are good to go
