Incorrect Node count / missing load metrics

I have an Azure cloud service that has been scaled from 4 instances to one.  However, AD is still showing 4 instances if I check the past 5minutes.  I also wanted to check back in time when that service was scaled to 10 instances, AD still only shows 4 instances at that time.  Also, sometimes when I try to check the health of a service and I know before hand that that particular service is busy, AD shows 'No load detected for the time range'.  What can be the cause of these inconsistencies?
