Hope you mean by "non-root" as non-admin user?

For Indexer cluster, you need to run on the Cluster Master via CLI

$SPLUNK_HOME/bin/splunk show cluster-bundle-status

For SH Cluster, you need to run on Search Head member via CLI

$SPLUNK_HOME/bin/splunk show shcluster-status
