When you drag the cursor to the left or right, why is the worldview cut off with the tileserver?

I am trying to work with a remote BaseMap arcGIS server with Splunk. The map appears fine. The zooming is great. However, when you drag the cursor to the left or right, the worldview is cut off. Meaning, Africa may only show 1/2 of Morocco or if you zoom to the left 1/2 of asia.

Has anyone see an issue such as this with the tileserver? Is there a way to fix it in the .css or .html files so that every user who creates a dashboard with a geo-heatmap (for example) will not need to edit the apps specific .html.
