What is the meaning of perpetual license?
If I have a perpetual license, still worry about license utilization?

Splunk sells its license either as perpetual or term license. So don't need to worry about license usage.
As per docs, if you need support after one year of perpetual license then, you need to purchase an annual support renewal.

Splunk offers both Perpetual and Term Licenses for Splunk Enterprise. A Perpetual License is a one-time license fee that grants you an indefinite right to use the software for as long as you comply with all terms of the license agreement.
