How to integrate Splunk with Sowalwinds and Service now?

We are planning to integrate our Splunk Web Solution with Solarwinds and Servicenow. 

Please let us the cost effective solution and any process documents/knowledge artifacts available to integrate these system with Splunk.

Can you explain about how you want to integrate a little bit more? At a high-level, there are existing integrations for both of these:

The ServiceNow Add-On for Splunk can read-from and write-to the ServiceNow API to sync CMDB data, create Incidents, etc.
Splunk Add-on for ServiceNow | Splunkbase

And it looks like there are a couple of SolarWinds Add-ons for Splunk on Splunkbase. If you're looking to ingest data from SolarWinds, then this might be worth a shot:
