login to partner portal, hover over "Learning" -> click "Certifications" -> scroll down and click "My Certifications" -> find the correct certification and click "download"

The "activities" page in the Partner Portal is just a summary of things you need to do for that certification. It will show "green/done" when you looked at all the information - but it has no way of tracking if you actually did what you were supposed to.

If you have successfully completed a certification, you'll get a mail from the Splunk certification team that will say so, and also tell you where to download things.
Hint: It will be there: https://partners.splunk.com/English/Resellers/certification/my_certifications.aspx

If it doesn't show up there, you haven't finished your certification, or something went wrong - in that case send a mail to certification@splunk.com

one last query, i am unable to login to the okta and splunk learning portal (https://splunk.okta.com/app/) as well as the field enablement portal (https://fieldenablement.splunk.com) with my Splunk credentials
Also, i have received the URL (https://pslearning.splunkoxygen.com/en-US) and credentials for Splunk oxygen, but when i login i just get the welcome page with the below lines mentioned there:

This portal provides the platform for Splunk Self Service Practical Labs.
Labs need to be accessed directly form the Splunk Learning Porta (via Okta).
Partners can access Splunk Learning via the partner portal.
Make sure that you are enrolled for each lab you wish to take.
Enrollment links for each lab can be found in your learning path in Splunk learning.
Final Lab Results for all of your attempted Labs can be found below.

I am Splunk SE1 certified, Splunk certified sales rep 1, and Splunk certified power user so i should have access to these portals. am i doing anything wrong here.

Login to partner portal i.e https://partners.splunk.com, on left side of page hover over person logo then click on MY ACCREDITATION.... you will get list of your current active and in progress certifications and accreditations. Download pdf copy by clicking the ''DOWNLOAD'' option on certificate column.
